Penitentiary Release Destinations
Kentucky State Penitentiary is in Eddyville, Lyon County. It is not the Carlisle County jail. A conviction filed in Carlisle County does not establish placement at this institution, since KDOC assigns people across its statewide system and may also use county-jail beds. The person-specific KOOL record is the proper source for current location.
Leaving the penitentiary can end only one custody segment. A person may enter parole, mandatory reentry supervision, conditional discharge, or another community placement. The person may also transfer to another prison, a county-jail bed, treatment, or a different custodian because of a hold. Sentence expiration may end prison custody, but the exact record must show whether another legal duty remains.

Confirm Penitentiary Release
The Kentucky Online Offender Lookup covers KDOC custody and supervision statewide. Search by PID or DOC number when possible. A name search should be checked against middle name, age, aliases, conviction county, and identifier. Do not assume that a Carlisle conviction places the person at the nearby penitentiary.
- Search KOOL with the fewest reliable identity fields.
- Open the matched record and note the exact status and Current Location.
- Read institution, sentence, supervision, and parole sections together.
- Quote each date by its displayed label and record the access date.
- Check the KDOC release material or VINE for a custody change.
- Request the official KDOC record when a past release type or effective date must be proved.
A prison name as Current Location indicates custody there. A district or probation and parole office usually indicates community supervision, not confinement at that office. “Released” also should not be inferred merely because Kentucky State Penitentiary is no longer shown. Follow the new location and status.
Penitentiary Date Labels
KOOL’s search screen includes “Projected Release Date From” and “Projected Release Date To.” Individual detail records use more precise terms. They may show Expected Time To Serve (TTS), Minimum Expiration of Sentence Date (Good Time Release Date), Parole Eligibility Date, and Maximum Expiration of Sentence Date. A parole table may add a Proposed Release Date. These labels are not interchangeable.

Use the exact label in any note or request. A useful statement is: “KOOL displayed [field label] as [date], accessed [date]. Confirm with KDOC.” Once release has occurred, seek the actual release record instead of continuing to describe the event as a projection.
Penitentiary Credits and Holds
Kentucky sentence computation begins with the judgment, jail credit, and whether terms run concurrently or consecutively. KRS 197.045 governs specified state sentence credits, including rules on earning, forfeiture, and restoration. It does not mean each prisoner receives every possible credit. Later misconduct, program completion, forfeiture, restored credit, added sentences, corrected jail credit, or a detainer can change a displayed minimum date.
KRS 439.3401 imposes special limits for people who meet its offense- and circumstance-specific violent-offender definition. A covered term-of-years case may require service of at least 85 percent before specified forms of release. It is wrong to apply that figure to every felony. The conviction, KRS code, findings, offense date, and governing version of the law must be checked.
A detainer is a request or authority that may keep a person for another agency after one custody basis ends. Thus a penitentiary release date can lead to another jail, federal authority, or immigration custody rather than the community. Confirm the destination field before describing the result.
Penitentiary Parole Records
The Kentucky Parole Board schedules show planned eligibility hearings. A calendar entry is not a release record. Hearings can occur before the eligibility date, and a favorable action may still require release-plan approval, conditions, institutional clearance, and resolution of holds.
KOOL’s parole table can include Hearing Date, Hearing Action, Months Deferred, Next Parole Eligibility Date, and Proposed Release Date. “Deferred” means review was moved to a later point. “Serve Out” indicates the sentence should run to the applicable expiration computation rather than another parole grant. “Parole Recommended” is favorable action, not proof the person has physically departed the penitentiary.
If the public material does not settle the outcome, request the final order by offender name, DOC number, and hearing date through the Parole Board open-records route. Pair that decision with KOOL and the KDOC release record. Each answers a different part of the release process.

Ask for the release date, release type, releasing location, destination or supervision status when present, and the field legend for any code. Kentucky’s open-records response framework is generally five business days, but that is a response rule rather than an unconditional production deadline. Records can be redacted or withheld under a cited exception.
Carlisle Penitentiary Connection
The penitentiary’s relative proximity does not make it the default destination for Carlisle County cases. KDOC placement is person-specific. KOOL may name another institution, a county-jail bed, a supervision district, or another placement. A releasing location on a KDOC daily-release document shows where KDOC processed the release, not where the original arrest occurred.
This differs from the documented local workflow. The Carlisle County Sheriff’s 2020 report describes transports to McCracken County Jail, but that historical fact concerns local detention and does not prove a later state-prison placement. A local jail transfer to KDOC ends the jail booking while state custody continues. The Carlisle County release search keeps those local and state paths separate.
Commercial pages may collapse the county case, receiving jail, and state prison into one story. Use the court case for the legal disposition, the actual jail for its release timestamp, and KDOC for the prison or supervision record. That split gives each fact a named custodian.
VINE Penitentiary Alerts
Kentucky VINE receives data from prisons as well as county jails and other participating systems. Search the matched person record, verify the reporting agency, and register only after confirming identity. Available events and channels depend on the record. Phone registration can require a PIN used to acknowledge automated calls.
VINE can give prompt notice of a release, transfer, escape, or upcoming parole hearing, but it is not a certified historical archive. Delivery can be delayed or missed. If the result disappears or shows no match, do not call that proof of release. Return to KOOL, KDOC, and the court or receiving custodian. Carlisle County Date Custodians
A local Carlisle County booking and a KDOC sentence do not use one shared public formula. For a pretrial or local misdemeanor booking, request the sentencing order, jail-credit record, release computation, and legal authority from the actual holding jail and court. No Carlisle or McCracken county-specific good-time formula, weekend-release practice, or property rule was verified. Do not copy the state-prison fields into a local booking calculation.
For a KDOC sentence, KOOL’s exact labels and the department’s computation control the public answer. For a federal sentence, use BOP and the federal judgment. The source must match the custody segment. A receiving jail can state when its booking ended, while a court order can explain why release was authorized. Neither alone proves what another agency did next.
